ACT OF INDEPENDENCE OF THE ISLAMIC STATE OF PALESTINE
De facto President of the Palestinian National Authority by the grace of Allah who is its faithful servant and guardian of its words and who recognises Him as the only Merciful and Compassionate God, as He recognises Muhammad as the last Prophet.
We declare before the world as indeed we do in declaring the true, unique and indivisible Independence of Palestine, as promised on 15 November 1988 by our brothers and under the leadership of Yasser Arafat.
We declare Independence against the occupation of the so-called State of Israel, introduced under formulas alien to public international law and against the formula of Utis Possidetis Iuris, to strip us of a Possession that our people have had since time immemorial, with the occupation of the territory by our nationals, with flag, currency and commerce, unequivocal symbols of a free, sovereign and independent Nation.
Therefore, in the face of the ineptitude in the task entrusted in that declaration of 15 November 1988 to fight to evict the occupying invader from our territory, I declare in the name of Allah the Independence of the State of Palestine, in a Nation in the form of an Islamic Republic in the form of a parliamentary democracy and under the precepts of our religion.
Therefore, I take as part of this declaration the contents written in the declaration of 15 November 1988:
(The State of Palestine is an Arab State, is an inseparable part of the Arab Nation, of its heritage and civilisation and of its current ambition to achieve its goals of liberation, development, democracy and unity. And it confirms its commitment to the Charter of the League of Arab States and its insistence on strengthening joint Arab action; and it calls on the help of the sons of its nation to complete its effective birth, mobilising capacities and intensifying efforts to end the Israeli occupation.
And the State of Palestine declares its commitment to the principles of the United Nations and its objectives, and to the Universal Declaration of Human Rights, as well as its commitment to the principles of the Non-Aligned Movement and its policy.
And it declares that it is a peace-loving state; committed to the principles of peaceful coexistence; and that it will work together with all states and peoples to achieve permanent peace that is built on justice and respect for rights; the energies of humanity flourish under its shelter for the building and competition for the creativity of life flows in it without the fear of tomorrow, for tomorrow brings no security except for those who were righteous or returned to righteousness. ...and we pledge to the souls of our pious martyrs, to the masses of our Palestinian Arab people, to our Arab nation and to all the free and honourable peoples of the world, to continue our struggle to dislodge the occupation and to root sovereignty and independence).
I hereby declare that the territorial area is approximately 25 thousand square kilometres of territory, and the boundaries of our Nation are as follows: North with Lebanon, Southeast with Jordan and Southwest with Egypt, East with Jordan and West with the Mediterranean Sea and Egypt.
I further declare that the Capital of Palestine with erga omnes effect is Jerusalem.
I also declare that I do not recognise in each and every part of this Declaration of Independence, Covenants, Treaties and Resolutions which are contrary to the spirit of this Declaration of Independence.
Communicate to the Secretary-General of the United Nations and to the Islamic Nations.
