Present to you a formal
complaint against Mr. J. Biden, who is the current President of the United
States of America, for alleged embezzlement of federal funds in the case of
having improperly authorized government officials to act as mediators between
the Lebanese Republic and the State of Israel.
By way of proof, I
present to you the communication that was sent to the President of the United
States of America, which explains itself about the facts denounced.

Mr. President:
With all due respect, I
am writing to you in relation to the following particulars:
1. Mr. Amos Hochstein
an official of his administration appears as mediator in a maritime
delimitation agreement between the Lebanese Republic and the State of Israel.
2. I do not ignore his
profession as a lawyer, nor his background as a student and even less the
position he held at his graduation, so I explain the precarious legal situation
that was handled by Mr. Amos Hochstein under the guidelines of his Office in
the White House.
3. By way of example,
if I were to go to your private home and inform you that one of its walls goes
into the limits of my property, you would at least demand my legitimacy in the
claim to be able to access the alinderamiento that I seek. This is the basic
civil law, in public international law it is the same and this is not an
example, it was what happened in reality, the government of Israel agreed with
the government of Lebanon to seek a peaceful settlement to a limited difference
in the maritime area on the southern border of Lebanon that borders a territory
that the United Nations resolved in a Partition Plan to the Arab State, but
that it is under military occupation by the State of Israel and they sought

just solution for both sides. The first thing that the mediator should have
requested are the property titles to prove the legitimacy of what would be his
mission in good faith. If it were another case it would be credible that they
would engaçar the mediator, but it is quite the opposite, the mediator presumed
appointed by his Office or with the acquiescence of it, they were aware of the
Partition Plan of November 29, 1947 and of the situation of the Military
Occupation of the State of Israel in a territory that was given in absolute
property to the Arab State, today Palestine.
4. That is one part,
the other is that we presented the acceptance of Resolution 181 of the United
Nations and it was notified to the Secretary General of the UN through
Diplomatic Note MFA / 2023 / 256 / RC that was received at the United Nations
on January 19, 2023 at 09:24 in the morning.
5. Recognizing Resolution
181 is inconcrobertible proof of the illegitimacy of the State of Israel who,
in order to be in the other part of the Territory of Palestine, also recognized
Resolution 181.
6. The problem is the action
of the United States of America and the legal consequences of such action.
Federal funds were unduly diverted for more than 2 years to cover the actions
of the mediator and there is no other more responsible than his Office and the
office of the Secretary of State, who manage the foreign policy of the United
States of America.
7. We would not even
have to demand the nullity of such an agreement, since the just title was
granted by the General Assembly of the United Nations.
8. This type of action
contributes to the policy of peace in the Middle East, I do not think so, I
conclude that that action of the United States in walking through Camp Davis to
the representatives of Israel and Palestine were destroyed by this terrible and
illegal performance of his administration.

We have informed the
Secretary General of the United Nations Antonio Guterres that from March 23,
2023 at 6 pm the Palestinians who are refugees in that territory will enter
through the southern border of Lebanon, and we have also let him know in the
first place that they are citizens who profess the faith of Islam, that they
entered our territory now occupied unarmed, and that at that time is the
beginning of Ramadan, so that if any of them is wounded or killed by the activity
of a hostile military force that should not be in that territory whose map I
attach to you, you can be sure that only you will have the moral responsibility
for the consequences that such events will bring, because our idea of peace is
that our compatriots find on their return the long-awaited peace professed by
the United States of America and its allies.
