Mr. Secretary General:
On instructions from
His Excellency Ali Muhammad bin Faisal Al-Saud, Supreme Leader of the Islamic
Nation of Palestine, I submit to you by way of Addendum to Diplomatic Note
MFA/2023/249/RC, which was received at the United Nations on January 12, 2023
at 09:32 a.m., in the following terms:
1. We accept peacefully
and without other conditions Resolution 181 dated November 29, 1947, and
request the mediation of the United Nations to appoint a Commission of Experts
so that our borders with the Jewish State, which to this date and contrary to
the Empire illegally occupies part of the same (1)
may be demarcated.
We ratify as our
Borders in accordance with the provisions of Resolution 181 identified above as
the following in PLAN OF PARTITION WITH ECONOMIC UNION, PART 2 - BORDERS, which
for all legal purposes with erga omnes effects I hereby reproduce in this Note,
so that we may exercise our Sovereignty.

In order that the request made so
that the Palestinian Refugees in the Lebanese Republic may enter our occupied
territory does not remain illusory, I ratify in all its scope the
aforementioned request as FIRST GROUP, as follows in these terms:
we request the Secretary General,
the facilitation and support with troops of the United Nations and the Security
Council, so that the Palestinian refugees who are in Lebanon, Syria and Jordan,
can return to their homes between the dates March 23, 2023 from 6:00 pm, until
April 21, 2023 at 6:00 pm.
The same will enter the territory
with the orange color that was signaled to Palestine in Resolution 181 dated
November 29, 1947, whose Plan we attach to the present.
As I would also like to point out
once again the following:
We sincerely and in good faith
hope that the foreign power that occupies our territory by force does not incur
in acts or deeds that would lead to disregard the mandate of the General
Assembly of the United Nations, expressed in point 11 of Resolution 194 (III)
dated December 11, 1948. It is not superfluous to warn that if the Occupying
Power attempts to prevent the entry of any Muslim refugee or refugees, who are
unarmed civilians, or to inflict on them any kind of inhuman and degrading
treatment, or to inflict on them any kind of physical or psychological torture,
or to physically injure them, or physically injuring them by using any type of
instrument such as a weapon, white or fire, or causing the loss of any life, we
would not like to think what would happen to any Jewish civilian inhabitant in
force of self-defense.

the Islamic Nation of Palestine, Latifa Arafat, presents her compliments to Mr.
Antonio Guterres, Secretary-General of the United Nations, with the assurances
