THE AUTHORITY VESTED IN ME BY THE CONSTITUTIONAL STATUTE OF GOVERNMENT
WHEREAS: The Lebanese
Republic signed with the Occupying Power of our territories called the State of
Israel, a Maritime Boundary Treaty, in the part of the Southern Border of
Lebanon.
WHEREAS: The State of
Israel, Occupying Power of our territories, has been recognized as such by the
United Nations.
WHEREAS: On November
29, 1947, the United Nations approved Resolution 181, which contains the Plan
for the Partition of the territory of Palestine into two States, one Arab and
the other Jewish.
WHEREAS: In the year
1948 Israel declared its independence, becoming the State of Israel in
compliance with Resolution 181 of November 29, 1947.
WHEREAS: The State of
Israel, in recognizing the aforementioned Resolution 181, accepted the
geographic boundaries established by the General Assembly of the United
Nations.
WHEREAS: As a result of
the 1967 war, the State of Israel has illegitimately and forcibly occupied most
of the territory established by United Nations Resolution 181 of November 29,
1947.
WHEREAS: That on
January 15, 2023 by means of Diplomatic Note MFA/2023/256/RC, signed by our
Minister of Foreign Affairs Latifa Arafat, we peacefully recognized Resolution
181 of the United Nations, requesting the UN Secretary General, Mr. Antonio
Guterres, the accompaniment with United Nations troops for the entry of
Palestinian refugees who are inter alia in the territory of the Lebanese Republic
to our territory located on the southern border of Lebanon.
CONSIDERING: That in
view of these serious acts of Usurpation of the functions of the United
Nations, in which the State of Israel, the Lebanese Republic and the government
of the United States of America could have incurred on the one hand, by having
agreed to change without any treaty formula the natural borders established in
Resolution 181 of November 29, 1947.
WHEREAS: The Secretary
General of the United Nations Antonio Guterres may have concurred with the
State of Israel, the Lebanese Republic and the government of the United States
of America, in recognizing the validity of such maritime boundary convention.
WHEREAS: Mr. Mahmouh
Abbas and his government kept silent in the face of this serious act which was
not done in secret, but was public knowledge, including maintaining diplomatic
relations with the Lebanese Republic, despite this unfriendly act, by not
withdrawing its Ambassador in Beirut and not declaring the withdrawal of its
ambassador in Beirut.
Due to the foregoing,
it is DECREED:
1.- Open a Criminal
Investigation for the alleged crime of Treason against officials of the
Executive Branch of the extinct State of Palestine, which includes the
President and his Ministers.
2.- Open a Criminal
Investigation for the alleged crime of Treason against the electorate members
by the popular will of the Legislative Power of the extinct State of Palestine.
Notify them by any
means.
