THE ISLAMIC
NATION OF PALESTINE
IN HER NAME
THE SUPREME
CHIEF
EMIR ALI
MUHAMMAD BIN FAISAL AL-SAUD
Son of Faisal
Bin Abdul-Aziz Al-Saud
Deceased King of
Saudi Arabia
Proposes to the Nations
interested in resolving the conflict that is generated by a state of permanent
war and illegal occupation of territory by the so-called State of Israel since
1948, the following Plan:
Introduction:
The conflict
between the two nations has been ongoing since 1948, causing enormous human and
material damage, and preventing any significant progress and economic
development. In this context, a peace treaty to end the war and the illegal
occupation is urgently needed in order to lay the foundation for peaceful
coexistence and future cooperation.
Goals:
The main
objective of this treaty will be to end the conflict between the two nations
and establish a lasting peace. In addition, the treaty must establish
commissions for the delimitation of land and sea limits, to ensure that the
sovereign rights of both parties are respected. The correct delimitation of the
borders will be crucial to maintain peace and cooperation
in the future.
Goals:
To achieve these
objectives, the treaty proposal will be divided into several parts.
The first part
will establish the bases for peace, including the renunciation of the use of
force and the protection of human rights, including reparations for loss of
human life, and destruction of private property.
The second part will specify
the terms of the delimitation of land limits, including the creation of a
commission that will work closely with both parties to determine the borders.
The third part will focus on
the delimitation of maritime limits, in which an identical and fair process
will be established for the resolution of any dispute over the sovereignty of
the waters.
Strategies:
To ensure the success of the
treaty, consideration should be given to creating an effective implementation
and monitoring policy to ensure that all agreed terms and obligations are met.
In addition, the treaty should have several activities to build trust between
both parties, encourage cooperation and exchange of information to find
solutions in case of disagreements.
Only persons duly authorized
and empowered by each of the States in conflict and persons authorized and duly
empowered by the United Nations will be part of the negotiating table,
excluding the United States of America, the United Kingdom of the Great
Brittany and the Republic of France.
Conclusions:
The implementation of this
treaty will help end a long and bloody conflict, as well as lay a foundation
for cooperation and progress. The delimitation of land and sea boundaries will
be a vital step towards long-term pacification and protection of the sovereignty
of both parties. It is essential that all stakeholders are committed to
implementation and effective enforcement to ensure that the treaty is a
success.
